I'd probably consider 25c too, which is quite a multiple from here, but in terms of MC it is pretty low.
Anyone taking over at 200-250M USD gets a proper bargain, after dilution we're in the 35-45c range.
(And there is no need for TO either, it can be the company valuation at PE 1...)
