Why do you think they can't export it? For all we know Sonangol might just take the lot (that Cuba don't want / can't pay for). They might have a bunch of African states they are happy to deal with, who knows. What I do know is that, despite Greta the Mong's assertions, the world loves hydrocarbons and is willing to pay for them. The Amistad oil will find a home somewhere.
