The key stumbling block is simply that it is all new. As far was I understand there are just extra checks and balances to proceed through. The US health system and US lawyers operate a bit differently from over here. The delays are material to HMD's cash flow but just due process to the big players over there... Broward was signing up, then lawyers did a final screen which has resulted in some further delays etc. I don't believe that it is a no, given HMD just put more people on board stateside they must also believe it is a delay not a loss.
