The $200m could very well come through in the form of a Govt Loan facility, a la RNU, which won't affect dilution. No doubt a couple of CR's in the meantime but that's just the game, isn't it? Both the State and the Feds are already throwing grant money at IG6, so a fast tracked approval process isn't too much of a dream. Yes, there will be bumps along the way for sure but all of the positives will surely add value to the MC in the meantime.
