Again, you fail to understand what impact this would have on foreign investment by Mali's mining industry. LLL is not a producer and doesn't make any income while there are foreign operating mines in that country outputting countless billions who would think twice if something like that occurred. Barrick Gold for example is a North American gold miner and a huge contributor to the Mali economy. So please, less fairy tales.
Most plausible explanation I've seen thus far,
* New mining codes and its impact on DSO etc
* Entanglement with the FFX/government issue over the Morila mine
