The liability on FFX could be much higher or lower. The 2023 Mining code has nothing to do with what Barrick could have agreed with former government and what FFX bought from Barrick.

For all we know Barrick could have promised to make a Morilla a garden of eden than sold it to FFX for a bargain to get out of paying for it.
