Indeed.
In recent travels throughout Victoria and NSW, extending to as far north as Tamworth and as far west as Dubbo, plus western Victoria down to Portland, every dam bar one that I saw (and there were plenty!) was extremely close to full, or full.
As you suggest, in prime dairying regions such as southwestern Victoria, subsoil moisture must be excellent.
