My guess is that the best flow through premiums occurred when the Australian brokers didn't understand them - they did their usual negotiations and then the tax credits were placed on top. How else might have WR1 achieved +79%? Now they've wised up and build the raise price into the tax credit package, which allows them to go lower. "Give us a taste of that action"
