My amateur observation is that previously, the reduction was announced and then passed 'as a formality'. There was really nothing for the opposition to gain by blocking it and so long as it's confirmed before the years end then everything is cool.
I would think it's the same now. It may not have yet been through parliament (I don't know for sure myself) but should sail through irrespective of who wins. It's one of those 'no brainer' bits of legislation, I guess.
Yes it creates uncertainty, but in reality it's pretty well a dead cert.
