need to keep in mind the lack of experience in Salta, it's being made up as they go. It's a long time from investment decision to nameplate output. Supply and technology will move on before they start to get it and understand the opportunities that slipped through their fingers because those investing hundreds of millions have very little appetite for sovereign risk.
