Therein lies one of the many corruptions in the system, that governments, regulatory bodies, and politicians will do nothing about. It's simply another way for those in power to control the system, almost always the result of which is the further accumulation of wealth by those in power and control. It's a simple premise, and even simpler if you are the one making the rules, or controlling those who make the rules.
