    Cuba currently mixes 2/3 naphtha to 1/3 local heavy 11API crude at their largest refinery close to Havana. The result of 19api crude seems to be perfect for the refinery with minimal need to mix. This will solve much of their local needs as a fair chunk will be used for power generation but much of it going into petrol/lubes and bitumen.
