    Strategic partners buy into Waas operating entities. Not FBR. By buying Hadrians and lease them back into Waas.

    Waas pools the Hadrians, serves as a platform similar to share riding service. Hence wall as a service.

    They do not buy into FBR shares.

    Whether FBR needs to dilute to raise capital to set up Waas entities in various countries is different story.

    Understand the basics before you talk.
