No, Ukraine is independent ... was much more independent before the invasion by the Russians, murdering Ukraine people for their land, drove them and other states i the area towards NATO and USA/UK basically most of the western world.
Ukraine has become very dependent on the west given the alternative of being an overrun failed subjugated state by Putin where Ukraine people would be second class citizens in their own land, culturally forced into Russia.
Putin actually caused this.
