Ask anyone that worked in public service. Many, if not most policies don't work as planned for the first time, and government will repeal or amend the policy after public feedback. This is same with every country. Public policies are not like physics, it's very difficult to predict outcome unless tested, it's an iteration process. ATSIC has failed is a great thing for the Voice because we can learn from it and do it right. Frankly I would be more worried if the advisory panel was never done before.
