    Putin never honoured any parts of Minsk 1 or 2 and officially ended when he announced annexation of parts of eastern Ukraine.

    He also rubbished the Budapest Memorandum when he invaded Ukraine in 2014.

    But he’s totally someone who honours deals he makes.

    You see who the problem is here? Putin.
