Here's a scenario for you.
You live in Australia. A company from Argentina is planning on setting up shop in your backyard. They are using a new chemical process that no other company in the world is using. Their plan is to pump your drinking water through a chemical process which comes into contact with HCl. They then plan on reinjecting that drinking water back to the source of the drinking water.
