Daily price prediction thread, page-9714

Can someone help me understand something here, as I've only participated in a couple of SPPs before..
If I feel (as most others here appear to) that this SPP is going to be heavily oversubscribed and that resultantly no-one will receive their full allocation, do I still need to submit payment for the full $30K, in order to have my allocated amount reduced down to the same as everyone elses as a result of the oversubscription?
Conversely, if I put in just $10K, because I assumed that no one would be given more than $10K's worth of shares because of said oversubscription anyway, would this then be scaled down to just $3.3K's worth?
Apologies for the dumb question, just trying to make sure I'm on the right page.
