I'm not saying it's the norm because it isn't. But I do believe that they are usually withheld because if investors know what's in them it would have a negative effect on the share price, not because of sensitive commercial or proprietary information. So companies can spin the CRL or simply not say very much in order to avoid upsetting investors and avoid criticism of the management.
