A quick look at Google and we can see the president has been very busy this month, several days were spent out of the office and lucky if he spent 15 days behind his desk.
this explains why he couldn't find the 15 minutes to sign the mining convention rather than any nefarious reason.
let's hope his September isn't as busy and he gets a spare 15 minutes.
