yes indeed.... the Voice will be able to make representations, including advices, to Gov on treaty etc. yet it will not, of course, be compellable.
the inference is applied by Price as part of her rhetorical style that it will be compellable.
what is wrong with the Voice offering opinion even on how best to make treaty. the Gov is sure to make such as well as Makarrata. this was known from the outset. "sovereignty" is something that has only been raised by Thorpe as far as I'm aware, and nothing about "co-sovereignty". Thorpe doesn't want to share sovereignty does she?
I too have compared the Voice with lobby groups. is this a bad thing? yet the inference is to the contrary. its all in the rhetoric tappie.
