The Constitution is a fairly broad-strokes document. It provides principles and core rules that are then expanded upon in legislation passed through Parliament. The Constitution doesn’t describe how the tax office or the military or the postal service is structured either, but that isn’t a problem, and neither is this.

Legislation can be changed to improve (good) but could be completely abolished, hence the need for enshinsinng. Make it better, don't get rid of it.
