Well, to be honest, it isn't really surprising given the country is still in the middle of a coup, with no long term plans to hold elections, therefore, no stability. Negotiating with a two-time coup leader, being the current interim-president, isn't be easy. The country is still a long way away from holding democratic elections. But, then again, sometimes is it more stable for business to have a military autocratic leadership in place - so maybe it will work out, as long as the military hold onto power long enough until productions begins.
As Leonardo DiCaprio in Blood Diamond put it, in Africa "peacecorps types only stay around long enough only to realise that they're not helping anyone. Government only wants to stay in power until they've stolen enough to go into exile somewhere else. And, the rebels, they're not sure they want to takeover otherwise they'd have to govern this mess."
