I think that Bogue may require a very big drilling and possibly appraisal campaign on its own (rather like Tiof but bigger). So perhaps they think its better to attempt the smaller Sotto that will test the channel and then there's less to "lose" (i.e less hype beforehand, and so a lesser impact on the sp). Just an idea - they probably have other very sound reasons for their planned program.
