In Australia it massively corrupt, it is institutional corruption, my friend's 14 year old kid get whacked with $300 fine for not her train ticket, I once got whacked with $300 for parking a motorbike an empty street for 5 minutes with parking inspector hiding behind a bush. In Thailand there's no train inspectors, if you don't have a ticket to get out of MRT or BTS, they always just let you out of the gate with a smile and no questions asked. You can park your bike anywhere provided it doesn't interfere with other people or business.
The government will try to squeeze money out of you everywhere they can. I made a booking to VicRoad to renew my license, and I have to PAY money everytime to make an appointment, what the hell are the taxpayer already paying for???
No wonder depression is #1 illness in Australia.
