As far as Crimea goes, Russian troops were stationed in Crimea.
Donetsk and Lugansk? As you said, those regions had 40% ethnic Russian population. I'd say they had enough manpower back then to sustain defences against the civilian-murdering Ukrainian forces. Sure, Russian mercenaries were present. But it's not "The Russian Army" is it?
