So first only very few oil companies who know each other pretty good have the financial power and the technical know how, abilties to drill and operate such reservoirs. If one of this member of this small fraternity gets screwed, the others will keep away too.
second, If politics in Namibia with Greens or for example try to nationalize these reservoirs or make it not economical for these oil companies, the big oil companies will take their floating production storing and offloading (FPSO) vessels and sail away and nobody else will or can touch the subsea well heads.
