That's could be the case , but I'd go along the lines of anyone who sold in last 3 months gets there SPP rejected .
Anyone who holds less than 500 shares gets rejected , anyone who who has more than 10 toes or fingers add them to the list . Maybe add anyone one that's male 40-45 also .
