If I read it correctly, the announcement of Feb 23 gives Pioneer up to 2 years to have the shares issued, presumably from when the first shares were issued - so around March 2025. Given that they have $4M worth of shares to be issued at the lowest price they can arrange, this is around 40M shares - so dilution of ~10% for existing shareholders, unless they are paid out earlier.
