I have just been through this process myself. I first tried to get SAS through my local sports med specialist. He was referred by PAR to Phil Bloom. Phil put me up for the current trial intake but my issue is in the patella region and not a high enough pain score to qualify.
I am now going to try SAS access as I am not in the pool of trial candidates but still need to go through Phil Bloom. I may not get access however.
I don't know where your friend is located but they should reach out to the principal investigator for the trials in their region as a starting point.
