He's probably getting over excited and yes the IXR ML is assured, unfortunately for those here the other is not so. IMO as I stated previously management should have cut a deal, swallowed and got on with it, especially with the DRC known for being one of the most corruptible countries anywhere, this kind of money turns heads.
