I don't think it's just about grabbing cash for gov in general. I think it's simply a matter of grabbing FFX's cash the only way they could see a ways to. Even though it's not FFX's cash, they've just assumed it is given the history of Leo being born out of FFX.

How the in-country manager at Leo hasn't been sacked yet, I simply cannot fathom.Catastrophic performance for both Morilla and Leo IMHO. Maybe he was connected with the old government regime, IDK, but he's a total liability with this one it seems.
