There are plans in place for every country to reach net zero emissions, all be it they are for different years in the future. Part of the reason why they aren't in the next 5 years is because the technology isn't perfect to just switch over from one to another. It is also dependent upon the climate & geography of each country. If countries use nuclear it would be easier, e.g UK has all but eliminated coal in electricity generation. Norway despite it's oil reserves & production produces 92% of it's electricity from hydropower.
Australia is blessed with a climate & geography that makes it a lot easier to transition to net zero compared to say Japan, especially taking into consideration population size.
If you don't believe in anthropogenic climate change then yes I can understand a view that we should wait until the technology is perfect before doing anything.
