It means news is not imminent because there are restrictions on when Directors (and Management) can purchase (or sell) shares. There are 'closed periods' when they cannot trade. Closed periods include periods of time before Quarterly Reports, Financial Reports and Price-Sensitive Announcements. It's designed to stop Insider Trading (theoretically). Thus, if there was an impending sensitive announcement coming he would be in breach of the Listing Rules. There are minimum standards set by the ASX but actual closed periods can be set by the company.
