medicare wasn't a scare campaign as proven by Abbott's freezing of GP payments which caused the overloading of Emergency Department waiting rooms.
5 years of the freezer resulted in ambulance ramping due to thousands being unable/unwilling to pay Abbott's imposed extra charges to see a GP.
