Just have a quick look at google earth and see the land usage. My understanding is that SA Govt as with most other states is that it owns the mineral resources in these lands and can lease these to exploration companies but private usage of the land is another thing altogether. They both can co exist. When it comes to getting a mining lease, it gets trickier.
