The referendum is asking people to enshrine the voice in the constitution. Therefore the ‘voice’ which is the legislative bill, becomes a relevant part of the referendum discussion.
Failing to produce any material or proposed legislation only leads to a vacuum of information, that is currently being filled with examples of similar legislation failing e.g. WA Cultural Heritage laws
