They also only look for complaints where they can make money. Aka a large fine. They cherry pick. So if they see this as an opportunity to fine a large bank (big $$, and get some media attention on matters that supports a large portion of the population) … potentially it is a case.
But yes, agreed, they don’t take on board the many 1000’s of Mum and Dad complaints as they don’t have resources to investigate.
