You should really know what you've signed up for, if you don't know then that's on you for not reading the T&Cs. Only takes a simple call to find out though...
Obviously the lender provides the interest. Again, brokers etc. are providing services to their clients, they are not charities. Just like banks will lend out money you deposit, custodians will lend out shares you purchase. Nothing wrong with that, if you don't like it find one that won't do it (you'll probably have to pay more though)
