They do it for bad news because they basically need time to come up with an excuse to try and keep the market happy (eg plan an alternative approval pathway)
For good news no TH is needed as it's a simple yes.
In this case though it's obvious that the company doesn't know the outcome yet, so no point trying to infer anything
