I imagine the halt has to be worded in a very neutral way so as to give no indication one way or the other. I don't think we can read anything into the wording.
I also wondered about a simultaneous T/O bid. There could have been someone in discussion with BOT for a while with the idea that they will make a T/O bid upon approval but before trading begins/? ....or is that virtually insider trading.?
