No, but reading into that could now imply a strategic arrangement which obviously now involves shareholder contributions.

A commercial/international lender may also have been able to fully find the chemical plant which technically would not involve any further CRs.

In other words debt would be paid back once production occurs and cash is flowing.

This was an option LPD were keenly exploring.

Perhaps this may still happen, but that was just my take on the report.
