Incorrect.

The constitution always gave the commonwealth power to pass laws about any race except aboriginal people who were under each state responsibility.

The referendum gave the commonwealth the power instead.

As it currently stands, the commonwealth can make laws about any race.

Imo it is a repugnant clause and should be removed entirely.

Imo that's what this referendum should be about.
