Possible I guess ... but groundwater, all things being equal, doesn't travel at warp speed and the burn didn't operate for long.
I still think just 3 months of baseline monitoring prior to the burn may not have been enough to rule out intermittent temporal trace readings either from coal measures or from long term farming practices ... particularly if as DERM appears to be doing you look at accuracies of 0.1 ppb compared to the 1 ppb carried out by Cougar.
Looks like DERM is really dragging the chain in information release as the latest groundwater results with heavy metals analyses are overdue.
