Reads like Indo milking/corruption and CKA can only jump through each new hoop as they're fabricated. Why no jetty permitting issues mentioned earlier? If this is the case, CKA themselves will have no idea what's required next. Maybe the establishment of an eal population baseline? How many hand's are still to be greased?
