Why not Frac it now, do all the testing and get it ready before it becomes commercial (ie connected to the pipeline). Maybe they don't think the ROW will be approved so may as well do nothing and not spend the money. They can thank all the new shareholders paying their wages for the next period of time. As for long term holders they really dont give a dam, never have, never will.
