If this was so, it would have been completed years ago and would have moved everything along.
It would be of utmost incompetence of management if the resource upgrade was indeed a factor in the expansion approvals, as it should have been done years ago, instead of doing things 'unconventionally' as stated by them.
I would like to think this wasn't the case, because it would just be another confirmation that the company (and shareholders) would benefit with someone with more experience at the helm at this stage of the cycle.
