    One way of beating the Chinese is to get CKK on the payroll in an advisory roll, pay him some good coin and it is legal bribery.
    The corrupt officials don't have morals so who ever pays wins.
    The board need to think outside the square, maybe a fleet of Toyota's, so gov officials can go view the progress.
