I've scratched in my diary end of January next year for any updates re Toliara. Given that first round elections are November this year, has anyone a view of the possible permutations of how election outcome may or may not impact go / no go?
my sense is that of the incumbent wins, he'll stay true to the brown paper bag trail in which case my January will quickly become July.
