We all would like to know the cost of everything, the last couple of years have been defined by inflation and the rising costs of goods and services, the company has made the decision not to stuff around forever engaging contractors to design and cost everything to the nth degree because by the time you complete that, the cost of everything has gone up and you would need to do it again. At some point you need to stop the "paralysis by analysis" and push the go button and do something, especially in a rising cost environment and with other competitors in a race to get product to market.

Being first and being 85% right is probably better than floundering around for years and being 100% certain that you have not achieved anything and have missed the boat.
